Lowe developed project control tools that help the City avoid unnecessary layers of management, integrate data sharing among key functions, take advantage of effective communications, and integrate industry “best management” practices.
As part of a public-private partnership team of three firms, Lowe provided public works services to the City from 2008 – 2011, then on-call roadway design services, surveying, and construction engineering and inspection (CEI) since 2015. The most recent contract extends from 2020 to 2025.
In this contract, Lowe has supported the Public Works Department with transportation planning and design services, as well as CEI services. Projects have included intersection improvements, road widenings, a new highway interchange, a sidewalk program, streetscaping, as well as traffic management, and extensive stormwater infrastructure inventory and assessment. In Lowe’s public works role, traffic, transportation, stormwater, and capital improvement programs are executed along with daily operations associated with the City’s infrastructure. Lowe staff are an extension of core City staff in the facilitation of communications and delivery of services, cost reductions, resolving citizen concerns, expediting project procurement and execution timelines, as well as evaluating and making recommendations regarding contractor change requests.
