Lowe Engineers’ Construction Engineering and Inspection (CEI) services staff have diverse backgrounds in all phases of project delivery and are able to assist owners from final plan review through project completion. We work as an extension of your staff to perform detailed constructability reviews, bid-phase services and all aspects of project management during the construction phase – or we can tailor our services to your needs and budget. We can also assist our clients with facility assessments, pavement assessments and PCI and drone footage/photography.

Our Construction Engineering and Inspection (CEI) capabilities include:

• Facilitate pre-construction kick-off meetings and ongoing owner/engineer/contractor meetings
• Coordinate construction materials testing / sampling
• Change order proposal review and assessment
• Confirm traffic control plans comply with MUTCD
• Before and after drone flyovers and photos provided as needed
• Knowledgeable and experienced with enforcement of GDOT standards and specifications
• WECS-certified inspectors available and accessible for all required work

• On federally-funded projects, ensure compliance with all necessary documentation and file management
• Review contractor monthly pay applications, field verify quantities and certify for owner processing and payment
• Communicate with affected project stakeholders
• Prepare, publish, and manage bid package preparation for capital construction projects.
