municipal Stormwater Project Manager

Job Summary:
Lowe Engineers is seeking an experienced and driven Municipal Stormwater Projects Manager to lead the planning, design, and delivery of stormwater infrastructure projects for municipal clients. This role is responsible for managing projects from concept through construction while ensuring compliance with regulatory requirements and client expectations. The ideal candidate is a licensed professional with strong technical expertise in stormwater management and a proven ability to lead teams, manage budgets, and maintain client relationships.
Duties and Responsibilities:
• Manage municipal stormwater projects, including drainage improvements, watershed studies, and capital improvement programs
• Oversee project planning, design, permitting, and construction administration
• Prepare and review engineering plans, reports, specifications, and cost estimates
• Ensure compliance with local, state, and federal regulations, including MS4 and NPDES requirements
• Coordinate with clients, regulatory agencies, and multidisciplinary teams
• Lead project teams, assign tasks, and monitor progress to ensure schedules and budgets are met
• Support business development efforts, including proposal preparation and client presentations
• Mentor junior staff and contribute to team development
Minimum Qualifications:
• Bachelor’s degree in Civil Engineering, Environmental Engineering, or related field
• Professional Engineer (PE) license required
• 6–10+ years of experience in stormwater design and municipal projects
• Strong knowledge of hydrology and hydraulics principles
• Experience with stormwater modeling software (e.g., HEC-RAS, HEC-HMS, ICPR, or similar)
• Proficiency in AutoCAD Civil 3D and Microsoft Office Suite
• Familiarity with local and state stormwater regulations (e.g., GDOT, Georgia EPD preferred)
• Strong project management, organizational, and leadership skills
Physical Demands:
Sit for extended periods, frequently stand and walk; Have manual dexterity and eye-hand coordination needed to use a variety of office equipment such as computers, telephones, calculators, copiers, and topographic surveying equipment; Have corrected vision in order to review plans and specifications and perform other essential functions of the job; and occasionally walk on uneven terrain at construction sites, etc.
Environmental Factors:
Works indoors and out-of-doors year round. Works around traffic and automobile fumes. Incumbents may be subjected to dusts, fumes, extreme temperatures, inadequate lighting, and intense noises.
